Emancipation for the negro was really freedom to hunger. It was freedom to the winds and rains of heaven. It was freedom without food to eat or land to cultivate, and, therefore, it was freedom and famine at the same time.

But it's a cruel jest to say to a bootless man that he ought to lift himself by his own bootstraps.

Many negros by the thousands and millions have been left bootless as a result of all of these years of oppression and as a result of a society that deliberately made his color a stigma and something worthless and degrading.

The problem was compounded when unrestrained exploitation and discrimination accented the bewilderment of the newcomer, and high rates of illegitimacy and fragile family relationships resulted.

There are mountainous obstacles still separating Negroes from a normal existence. Yet one element in stabilizing his life would be an understanding of and easy access to the means to develop a family related in size to his community environment and to the income potential he can command.

His problems are far more complex, encompassing economic security, education, freedom from discrimination, decent housing and access to culture. Yet if family planning is sensible it can facilitate or at least not be an obstacle to the solution of the many profound problems that plague him.

Thus, the threat of the free exercise of the ballot by the Negro and the white masses alike resulted in the establishment of a segregated society.

If it may be said of the slavery era that the white man took the world and gave the Negro Jesus, then it may be said of the Reconstruction era that the southern aristocracy took the world and gave the poor white man Jim Crow.
