All propaganda must be so popular... that even the most stupid...will understand it.

Every message in a pay envelope, even if it is the truth, is a command to vote according to the will of the employer. But this propaganda is worse-it is deceit.

The receptivity of the masses is very limited, their intelligence is small, but their power of forgetting is enormous.

The Russian Bolsheviks have discovered that truth does not matter so long as there is reiteration. They have no difficulty whatever in countering a fact by a lie which, if repeated often enough and loudly enough, becomes accepted by the people.

There is no Nation however small which had the right to set itself free, that has not rescued itself from the dishonour of obeying the Prince imposed by an enemy in the hour of victory.

The function of propaganda does not lie in the scientific training of the individual, but in calling the attention of the masses.
