On ethics reform, as part of our plan to Drain the Swamp, we will impose a five-year ban on executive officials becoming lobbyists after they leave the Administration - and a lifetime ban on executive officials lobbying on behalf of a foreign government. For many decades, we've enriched foreign industry at the expense of American industry, subsidized the armies of other countries while allowing for the very sad depletion of our military. As the first order of business, this commission will develop an action plan to totally eliminate fraud and improper payments within six months, saving trillions of dollars.
