At this auspicious period, the United States came into existence as a Nation; and if their Citizens should not be completely free and happy, the fault will be entirely their own.

The bosom of America is open to receive not only the Opulent and respectable Stranger, but the oppressed and persecuted of all Nations And Religions; whom we shall wellcome to a participation of all our rights and previleges.

But we know that freedom cannot be served by the devices of the tyrant. As it is an ancient truth that freedom cannot be legislated into existence, so it is no less obvious that freedom cannot be censored into existence. And any who act as if freedoms defenses are to be found in suppression and suspicion and fear confess a doctrine that is alien to America.

Throughout America's adventure in free government, our basic purposes have been to keep the peace; to foster progress in human achievement, and to enhance liberty, dignity, and integrity among people and among nations.

The freedom of the individual and his willingness to follow real leadership are at the core of America's strength.

One hundred eighty years later, we know that the eyes of the world are fixed upon us. And we must ask ourselves: what kind of an example of freedom do we give to our age? What are the true marks of our America - and what do they mean to the world?
