A great measure of world poverty today and African poverty in particular is due to the continuing dependence on foreign markets for manufactured goods, which undermines domestic production and dams up domestic skills, apart from piling up unmanageable foreign debts.

From his understanding of wealth and poverty came his understanding of labor and capital, which led him to the solution of trusteeship based on the belief that there is no private ownership of capital; it is given in trust for redistribution and equalization. Similarly, while recognizing differential aptitudes and talents, he holds that these are gifts from God to be used for the collective good.

There is nothing inherent in the Negro mentality which creates this condition. Their poverty causes it. When Negroes have been able to ascend economically, statistics reveal they plan their families with even greater care than whites. Negroes of higher economic and educational status actually have fewer children than white families in the same circumstances.

I have seen firsthand that agricultural science has enormous potential to increase the yields of small farmers and lift them out of hunger and poverty.

Fortunately the Italian people has not yet accustomed itself to eat many times a day, and possessing a modest level of living, it feels deficiency and suffering less.

The poor are less often dismissed from our conscience today by being branded as inferior and incompetent. We also know that no matter how dynamically the economy develops and expands, it does not eliminate all poverty.
