Much might be said for and against the two-Party system. But no one can doubt that it adds to the stability and cohesion of the State. The alternation of Parties in power, like the rotation of crops, has beneficial results. Each of the two Parties has services to render in the development of the national life; and the succession of new and different points of view is a real benefit to the country.

If you tell the Legislatures they have violated the treaty of peace and invaded the prerogatives of the confederacy they will laugh in your face. What then is to be done? Things cannot go on in the same train forever. It is much to be feared, as you observe, that the better kind of people being disgusted with the circumstances will have their minds prepared for any revolution whatever.

Impressed with a conviction that the due administration of justice is the firmest pillar of good government, I have considered the first arrangement of the judicial department as essential to the happiness of our country and to the stability of its' political system--hence the selection of the fittest characters to expound the laws, and dispense justice, has been an invariable object of my anxious concern.

Many challenges need to be responded to: the emergence of multiparty coalitions as a regular form of government that need to rapidly evolve as a stable, two-party system.

One of the statistics that always amazes me is the approval of the Chinese government, not elected, is over 80 percent. The approval of the U.S. government, fully elected, is 19 percent. Well, we elected these people and they didn't elect those people. Isn't it supposed to be different? Aren't we supposed to like the people that we elected?

Almost any one of the newborn states of the world would far rather embrace Communism or any other form of dictatorship than acknowledge the political domination of another government, even though that brought to each citizen a far higher standard of living.
