The structure of world peace cannot be the work of one man, or one party, or one nation...it must be a peace which rests on the cooperative effort of the whole world.

Sometimes it seems that reconciliation stands little chance in the face of war and discord. But, as the Christmas truce a century ago reminds us, peace and goodwill have lasting power in the hearts of men and women.

We have triumphed in the effort to implant hope in the breasts of the millions of our people. We enter into a covenant that we shall build the society in which all South Africans, both black and white, will be able to walk tall, without any fear in their hearts, assured of their inalienable right to human dignity - a rainbow nation at peace with itself and the world.

The peace-loving nations must make a concerted effort in opposition to those violations of treaties and those ignorings of humane instincts which today are creating a state of international anarchy and instability from which there is no escape through mere isolation or neutrality.

We stand ready to engage with any and all others in joint effort to remove the causes of mutual fear and distrust among nations, so as to make possible drastic reduction of armaments. The sole requisites for undertaking such effort are that...they be aimed logically and honestly toward secure peace for all.

World peace must be a peace which rests on the cooperative effort of the whole world. It cannot be a structure of complete perfection at first.
