Where the Government is weak, military sway prevails.

Sometimes the threat to popular government comes from political interests, sometimes from economic interests, sometimes we have to beat off all of them together.

Government cannot take a holiday of a year, a month, or even a day just because a few people are tired or frightened by the inescapable pace of this modern world in which we live.

All but the hopelessly reactionary will agree that to conserve our primary resources of man power, government must have some control over maximum hours, minimum wages, the evil of child labor and the exploitation of unorganized labor.

A long record has been written. In that record, both in this State and in the national capital, you will find a simple, clear and consistent adherence not only to the letter, but to the spirit of the American form of government.

It was natural and perhaps human that the privileged princes of these new economic dynasties, thirsting for power, reached out for control over government itself. They created a new despotism and wrapped it in the robes of legal sanction.
