We may not always agree with every one of our neighbors. That's life. And it's part of living in such a diverse and dense city. But we also recognize that part of being a New Yorker is living with your neighbors in mutual respect and tolerance. It was exactly that spirit of openness and acceptance that was attacked on 9/11, 2001.

We would betray our values and play into our enemies' hands if we were to treat Muslims differently than anyone else. In fact, to cave to popular sentiment would be to hand a victory to the terrorists, and we should not stand for that.

Our nation stands together in solidarity with the members of Orlando's LGBT community. They have been through something that nobody could ever experience. This is a very dark moment in America's history. A radical Islamic terrorist targeted the nightclub, not only because he wanted to kill Americans, but in order to execute gay and lesbian citizens, because of their sexual orientation.

Ironically, it is exactly because we are a city that embraces freedom, that welcomes everyone and encourages their dreams, that New York remains on the front lines in the war on terror.

While on one hand, terrorism continues to be a serious threat to global peace and security, on the other hand, cyber, maritime and space are emerging as new theatres of conflict. On all these issues, I will stress that global action must match global ambition.

We should not look at terrorism from the name-plates - which group they belong to, what is their geographical location, who are their victims. These individual groups or names will keep changing. Today you are looking at the Taliban or ISIS; tomorrow you may be looking at another name. We should pass the U.N.'s Comprehensive Convention on Intenational Terrorism. At least it will clearly establish whom you view as a terrorist and whom you don't. We need to delink terrorism from religion.
