They have destroyed your weapons, but these weapons would in any case have become obsolete before the next war. That war will be fought with brand-new ones, and the army which is least hampered with obsolete material will have a great advantage.

Any army which does not train to use all the weapons, all the means and methods of warfare that the enemy possesses, or may possess, is behaving in an unwise or even criminal manner. This applies to politics even more than it does to the art of war.

This would be a declared total war, not upon any human enemy but upon the brute forces of poverty and need. The peace we seek, founded upon decent trust and cooperative effort among nations, can be fortified, not by weapons of war but by wheat and by cotton, by milk and by wool, by meat and timber and rice.

Even today we raise our hand against our brother... We have perfected our weapons, our conscience has fallen asleep, and we have sharpened our ideas to justify ourselves as if it were normal we continue to sow destruction, pain, death. Violence and war lead only to death.

There may have been a time when war served as a negative good by preventing the spread and growth of an evil force, but the destructive power of modern weapons eliminated even the possibility that war may serve as a negative good.

Nothing is so important in war as an undivided command.
