Liberty, when it degrades into licentiousness, begets confusion, and frequently ends in tyranny or some woeful confusion.

The hour is fast approaching, on which the Honor and Success of this army, and the safety of our bleeding Country depend. Remember officers and Soldiers, that you are free men, fighting for the blessings of Liberty-that slavery will be your portion, and that of your posterity, if you do not acquit yourselves like men.

This government, the offspring of our own choice, uninfluenced and unawed, adopted upon full investigation and mature deliberation, completely free in its principles, in the distribution of its powers, uniting security with energy, and containing within itself a provision for its own amendment, has a just claim to your confidence and your support. Respect for its authority, compliance with its laws, acquiescence in its measures, are duties enjoined by the fundamental maxims of true liberty.

My brave fellows, you have done all I asked you to do, and more than can be reasonably expected; but your country is at stake, your wives, your houses and all that you hold dear. You have worn yourselves out with fatigues and hardships, but we know not how to spare you. If you will consent to stay one month longer, you will render that service to the cause of liberty, and to your country, which you probably can never do under any other circumstances.

All possess alike liberty of conscience and immunities of citizenship. It is now no more that toleration is spoken of, as if it was by the indulgence of one class of people that another enjoyed the exercise of their inherent natural rights. For happily the Government of the United States, which gives to bigotry no sanction, to persecution no assistance, requires only that they who live under its protection should demean themselves as good citizens in giving it on all occasions their effectual support.

In vast stretches of the earth, men awoke today in hunger. They will spend the day in unceasing toil. And as the sun goes down they will still know hunger. They will see suffering in the eyes of their children. Many despair that their labor will ever decently shelter their families or protect them against disease. So long as this is so, peace and freedom will be in danger throughout our world. For wherever free men lose hope of progress, liberty will be weakened and the seeds of conflict will be sown.
