I ask that the Congress declare that since the unprovoked and dastardly attack by Japan on Sunday, December 7, 1941, a state of war has existed between the United States and the Japanese Empire.

The Navy can lose us the war, but only the Air Force can win it. Therefore our supreme effort must be to gain overwhelming mastery in the Air. In no other way at present visible can we hope to overcome the immense military power of Germany.

No American will think it wrong of me if I proclaim that to have the United States at our side was to me the greatest joy. I could not foretell the course of events. I do not pretend to have measured accurately the martial might of Japan, but now at this very moment I knew the United States was in the war, up to the neck and in to the death. So we had won after all! ... Hitler's fate was sealed. Mussolini's fate was sealed. As for the Japanese, they would be ground to powder.

Yesterday, December 7, 1941-a date which will live in infamy-the United States of America was suddenly and deliberately attacked by naval and air forces of the Empire of Japan.

The question immediately presented in our Far Eastern affairs is whether the United States is or is not to stand by while Japan goes forward with a program of conquest by force in eastern Asia and the western Pacific.

I don't want to see a single war millionaire created in the United States as a result of this world disaster.
