Lasting peace is sought, it is essential to adopt international measures to improve the lot of the masses. The welfare of the entire human race must replace hunger and oppression. People of the world must be taught to give up envy, avarice, and rancour.

The very right to be human is denied every day to hundreds of millions of people as a result of poverty, the unavailability of basic necessities such as food, jobs, water and shelter, education, health care and a healthy environment.

This would be a declared total war, not upon any human enemy but upon the brute forces of poverty and need. The peace we seek, founded upon decent trust and cooperative effort among nations, can be fortified, not by weapons of war but by wheat and by cotton, by milk and by wool, by meat and timber and rice.

Even deserts can be irrigated and top soil can be replaced. We cannot complain of a lack of land, for there are twenty-five million square miles of tillable land, of which we are using less than seven million. We have amazing knowledge of vitamins, nutrition, the chemistry of food, and the versatility of atoms. There is no deficit in human resources; the deficit is in human will.

Just as the commandment "Thou shalt not kill" sets a clear limit in order to safeguard the value of human life, today we also have to say "thou shalt not" to an economy of exclusion and inequality. Such an economy kills. How can it be that it is not a news item when an elderly homeless person dies of exposure, but it is news when the stock market loses two points? This is a case of exclusion.

Almost half of the population of the world lives in rural regions and mostly in a state of poverty. Such inequalities in human development have been one of the primary reasons for unrest and, in some parts of the world, even violence.
