I hope from the bottom of my heart that as the years go on, in every continent and in every clime, Nation will follow Nation in proving by deed as well as by word their adherence to the ideal of the Americas - I am a good neighbor.

His conduct with respect to them stands in a favorable point of view; having interested himself to remove their uneasiness, and urged the impropriety of their making any unfavorable representations upon their arrival at home; and in all his letters he has placed our affairs in the best situation he' could. Besides, he is sensible; discreet in his manners; has made great proficiency in our language; and, from the disposition he discovered at the battle of Brandywine, possesses a large share of bravery and military ardor.

In the field of world policy I would dedicate this Nation to the policy of the good neighbour.

You know, I am a juggler and I never let my right hand know what my left hand does. I may have one policy for Europe and one diametrically opposite for North and South America. I may be entirely inconsistent, and furthermore, I am perfectly willing to mislead and tell untruths if it will help win the war.

I do not regard the Communists as any present or future threat to our country. In fact, I look upon Russia as our strongest ally in the years to come.

China, likewise, expresses the magnificent will of millions of plain people to resist the dismemberment of their historic nation. China, through the Generalissimo Chiang Kai-shek, asks our help. America has said that China shall have our help.
