We are deeply unified in our support of basic principles: our belief in stability in our financial structure, in our determination we must have fiscal responsibility, in our determination not to establish and operate a paternalistic sort of government where a man's initiative is almost taken away from him by force.

The brave and clear platform adopted by this convention... sets forth that government in a modern civilization has certain inescapable obligations to its citizens, among which are protection of the family and the home, the establishment of a democracy of opportunity, and aid to those overtaken by disaster.

The task of Government is that of application and encouragement.

Government cannot take a holiday of a year, a month, or even a day just because a few people are tired or frightened by the inescapable pace of this modern world in which we live.

The adherence to conservative principles in the finances of the Government, in the relationship of the Government to the individual, to the State and to the locality... do demand different actions on the part of Government than were so in the past. Now that is what I am trying to do, and I will keep trying.

Now is the time for celebration, for South Africans to join together to celebrate the birth of democracy. I raise a glass to you all for working so hard to achievewhat can only be called a small miracle. Let our celebrations be in keeping with the mood set in the elections, peaceful, respectful and disciplined, showing we are a people ready to assume the responsibilities of government.
