The preservation of the sacred fire of liberty, and the destiny of the Republican model of Government, are justly considered as deeply, perhaps as finally staked, on the experiment entrusted to the hands of the American people.

It is on great occasions only, and after time has been given for cool and deliberate reflection, that the real voice of the people can be known.

Against the insidious wiles of foreign influence, (I conjure you to believe me, fellow-citizens,) the jealousy of a free people ought to be constantly awake; since history and experience prove, that Foreign Influence is one of the most baneful foes of Republican Government. But that jealousy, to be useful, must be impartial; else it becomes the instrument of the very influence to be avoided, instead of a defense against it.

Democracy is not a caucus, obtaining a fixed term of office by promises, and then doing what it likes with the people. We hold that there ought to be a constant relationship between the rulers and the people. "Government of the people, by the people, for the people," still remains the sovereign definition of democracy.

Although few people will remember 3 June 1993, it was a landmark in South African history. On that day, after months of negotiations at the World Trade Centre, the multiparty forum voted to set a date for the country's first national, nonracial, one-person-one-vote election: 27 April 1994. For the first time in South African history, the black majority would go to the polls to elect their own leaders.

Today we are entering a new era for our country and its people. Today we celebrate not the victory of a party, but a victory for all the people of South Africa.
