The unleashed power of the atom has changed everything save our modes of thinking and we thus drift toward unparalleled catastrophe.

The atomic energy agency could be made responsible for the impounding, storage and protection of the contributed fissionable and other materials... to devise methods whereby this fissionable material would be allocated to serve the peaceful pursuits of mankind. Experts would be mobilized to apply atomic energy to the needs of agriculture, medicine and... provide abundant electrical energy in the power-starved areas of the world.

Nuclear fission. Here's the one-sentence case for nuclear power: It's the only carbon-free energy source that can reliably deliver power day and night, through every season, almost anywhere on earth, that has been proven to work on a large scale.

If men can develop weapons that are so terrifying as to make the thought of global war include almost a sentence for suicide, you would think that man's intelligence and his comprehension... would include also his ability to find a peaceful solution.

Especially is this meaningful as we regard today's world. Over the globe, mankind has been cruelly torn by violence and brutality and, by the millions, deadened in mind and soul by a materialistic philosophy of life. Man everywhere is appalled by the prospect of atomic war. In this somber setting, this law and its effects today have profound meaning. In this way we are reaffirming the transcendence of religious faith in America's heritage and future; in this way we shall constantly strengthen those spiritual weapons which forever will be our country's most powerful resource, in peace or in war.

I would be prepared to submit to the Congress of the United States... any such plan that would, first, encourage world-wide investigation into the most effective peacetime uses of fissionable material, and... second, begin to diminish the potential destructive power of the world's atomic stockpiles; third, allow all peoples of all nations to see that, in this enlightened age, the great Powers of the earth... are interested in human aspirations first rather than in building up the armaments of war; fourth, open up a new channel for peaceful discussion.
